On 26 June 1984, at the close of the Fontainebleau European Council, the Ten propose the establishment of an ad hoc committee consisting of personal representatives of the Heads of State or Government and charged with drawing up proposals to improve the operation of European cooperation.

Document extract Europäischer Rat von Fontainebleau (25. und 26. Juni 1984) Schlussfolgerungen der Präsidentschaft [...] 7. Ad-hoc-Ausschuß für institutionelle Fragen Der Europäische Rat hat die Einsetzung eines Ad-hoc-Ausschusses aus persönlichen Vertretern der Staats- bzw. Regierungschefs nach dem Vorbild des „Spaak-Ausschusses" beschlossen. Dieser Ausschuß ist beauftragt, Vorschläge zum besseren Funktionieren der europäischen Zusammenarbeit im Gemeinschaftsbereich wie auch im Bereich der Politischen Zusammenarbeit und in anderen Bereichen zu unterbreiten. Der Präsident des Europäischen Rates wird alle zur Durchführung dieses Beschlusses erforderlichen Vorkehrungen treffen. Read more in ENA
