Reinforcing the pre-accession strategy
The pre-accession strategy, as defined by the Essen European Council, is founded on three elements: the Europe Agreements, the structured dialogue and PHARE. At the request of the Dublin European Council, the Commission is proposing reinforcing the pre-accession strategy for Central and East European applicant countries.
