“If only one in a hundred Danes had voted differently …” Thus Prime Minister Poul Schluter despaired in the early hours of yesterday as he contemplated the political earthquake triggered by the result of Denmark’s Maastricht referendum. His gloom was widely shared in other EC capitals as the significance of the result sank in. The decision by fewer than 48,000 Danish voters to vote “No” may result in the Maastricht treaty on European Unity being thrown out and the EC plunged into a constitutional and political crisis. For all the brave talk among the other 11 EC countries about ratifying the treaty on a “business as usual” basis, the geo-political foundations of European integration have been shaken to the core. The irony of the Danish referendum outcome goes deeper than the wafer-thin majority for rejection of the treaty. The “no” voters are themselves fundamentally divided about the kind of Europe they want Denmark to be part of. About half are people who — give or take some nostalgia for a self-contained and isolated Nordic enclave on the edges of Europe — are the blood kin of the Euro-sceptics in Britain.
